Actually your little article seems to leave out half her actual quote and what she was actually talking about…she was discussing the rampant tax evasion and fraud in Pakistan and the fact the the tax collection rates are so low because of the tax evasion that there is no way the government there can rebuild the infrastructure and work to resolve the extreme poverty of the citizens..
"Speaking to a group of business executives, Clinton also criticized Pakistan for its low rate of tax collection, which reflects rampant tax evasion and, critics say, undermines the country’s efforts to address poverty.
"At the risk of sounding undiplomatic, Pakistan has to have internal investment in your public services and your business opportunities," she told the executives. The U.S. government taxes "everything that moves and everything that doesn’t, and that’s not what we see in Pakistan."

is really hillery worried about the gdp of pakistan or give any message to the talibns, that we r ever ready to give them more packages, if they hand down the ak47,
but the reality is these packages made more strong, but through out door, the main reason of after 9 years of war against osama, the dont earn anything, they give the great packages to pakistan, which is the middle man between both of them,
this reliefs in taxes and economic packages, are coming from our pockets.
